Why we exist

Moore County and the surrounding Sandhills region are rich in land, community, and natural resources. They are not rich in access to the kind of professional geospatial services that shape land use decisions, trail infrastructure, energy planning, and environmental stewardship in better-resourced places.

Moore Energy & Mapping was organized to close that gap. We apply 30+ years of geospatial intelligence, remote sensing, and applied GIS expertise at the community scale — producing the maps, data, and analysis that local government, nonprofits, land trusts, and residents need but rarely have access to.

Everything we produce is built on open-source tools and open data. Every deliverable is released under open licenses. The work stays in the community.

We are organized exclusively for charitable, scientific, and educational purposes under Section 501(c)(3) of the Internal Revenue Code. No private benefit. No hidden agenda. The data is yours.

The people behind the work

Moore County Mapping and Energy Alliance is governed by a volunteer Board of Directors. Directors serve three-year staggered terms. The Board meets quarterly and is responsible for organizational oversight, financial stewardship, and strategic direction.

Senior AI Architect and geospatial intelligence professional with more than 30 years of experience spanning academic research, federal service, and applied geospatial analytics. Holds the GISP (Geographic Information Systems Professional) and GA-II certifications. Former senior analyst and principal lead with over a decade at the National Geospatial-Intelligence Agency, with deployments supporting AFRICOM, JSOC, and SOCOM. Deep practitioner in SAR change detection, remote sensing, open-source GIS, and off-grid energy systems.

Also serves as principal of BlueLens Analytics LLC, a cleared geospatial intelligence consultancy. A longtime advocate for open-source GIS tools in professional and government contexts, and a founding member of the OSGeo community. Holds an M.A. in Geography from Appalachian State University.

Legal and operational structure

Moore Energy & Mapping is the operating name of Moore County Mapping and Energy Alliance, a nonprofit corporation organized under Chapter 55A of the North Carolina General Statutes. The organization's Articles of Incorporation include the dissolution and limitation-of-activities clauses required for 501(c)(3) recognition. IRS Form 1023-EZ has been submitted for federal tax-exempt determination.

The Corporation will have members, as indicated in the Articles of Incorporation. General Members in good standing hold voting rights on specified organizational matters per the adopted Bylaws. Membership enrollment opens following 501(c)(3) determination.

Moore Energy & Mapping's primary technical partner is BlueLens Analytics LLC — a cleared geospatial intelligence consultancy registered in North Carolina and operated by the organization's Board Chair, Christopher Coffey.

BlueLens provides the technical horsepower behind Moore Energy & Mapping's more advanced deliverables: SAR change detection pipelines, remote sensing analysis, automated geospatial workflows, and defense-grade spatial analytics. The two organizations operate in tandem — BlueLens as the for-profit technical arm, Moore Energy & Mapping as the nonprofit community-facing vehicle for grants, outreach, and mission-driven work.

This structure keeps the community programs organizationally distinct from commercial consulting, while ensuring access to the highest-caliber geospatial expertise available in the Sandhills region.
